My fiancé is amazing; over the last few weeks, she has taken an interest in learning photography. Whenever the two of us have had the time, we go out and shoot whatever we can. Tonight, we went down by a frozen lake and I showed her how to shoot at night.
Mostly you just need to set the camera on a tripod, give yourself a high enough aperture to get the detail in the farther parts of the setting, slow down your shutter speed to capture what stray light you can gather, (this was shot at 8 seconds) and finally set your camera on a delay to remove any shake from triggering the shutter release.
